Dr. Halil Ceylan (pronounced as Ha-leel Jay-LAAN) has extensive experience in pavement field investigation and forensic testing, pavement foundation systems, soil/base stabilization, pavement performance evaluation and modeling, mechanistic-based pavement analysis and design concepts, nondestructive testing and health monitoring of transportation infrastructure systems, smart infrastructure/engineering materials, innovative airfield pavement engineering solutions, and engineering application of intelligent data mining and computational and artificial intelligence techniques.With a career spanning over two decades, he has been involved with over 145 research projects - worth over $28 million in project funds since 2002 - related to transportation infrastructure systems and pavement/geo/engineering materials, serving as the principal investigator or co-principal investigator. Research sponsors include the Federal Highway Administration, Federal Aviation Administration, Department of Defense (DOD)-U.S. Army Corps of Engineers (USACE) - Engineer Research and Development Center (ERDC), National Science Foundation, Portland Cement Association, Strategic Highway Program, National Cooperative Highway Research Program, and many others. Dr. Ceylan has published extensively, with over 470 peer-reviewed publications, including books, journal articles, and conference proceedings. He has delivered over 500 technical presentations, including keynote lectures at prestigious conferences. As a mentor, he has guided over 90 graduate students and research staff. And besides having served on the editorial board for 9 international journals, he has been a member of over 30 national and international committees and organizations, serving as the chair of the ASCE Geo-Institute (GI) Pavements Committee, chair of the ASCE Transportation and Development Institute (T&DI) Technical Committee on Uncrewed Aircraft Systems (UAS), and having organized and chaired many technical conference sessions for these professional associations. Dr. Ceylan’s innovative research work has been recognized as the 2024 Transportation Research Board (TRB) Roy W. Crum Award, the 2022 American Association of State Highway and Transportation Officials (AASHTO) Innovation Initiative Focus Technology and High-Value Research. He is the recipient of numerous prestigious awards, including the 2025 American Road & Transportation Builders Association (ARTBA) S.S. Steinberg Award, the 2025 ASCE Francis C. Turner Awardthe, the 2023 ASCE Robert Horonjeff Award, the 2022 University of Illinois Alumni Achievement Award, the 2021 ASCE James Laurie Prize, and the 2019 FAA PEGASAS Jimenez Faculty-Researcher Award, among many others.
