Victor Garcia completed his doctorate degree in civil engineering at The University of Texas at El Paso in 2021. Mr. Garcia began his career at the U.S. Army Engineer Research and Development Center (ERDC) in June 2021. Mr. Garcia is serving as principal investigator for research projects related to evaluating laboratory testing protocols for characterization of mineral coarse aggregates commonly used in asphalt concrete, implementing in-place pavement recycling techniques for airfield pavements and deploying nondestructive testing methods for evaluation of contingency airfield pavements.
